Joanne and Bill are correct. 11th Street, just south of Broadway (Just west of the TARC building)
Yup. This is where the Amtrak station was for the short-lived Kentucky Cardinal between Louisville and Chicago via Indianapolis. According to Wikipedia, Louisville spent $370,000 to build the track spur in the photo and renovate Union Station back in late 2001, and it was only used for a year and a half before the service was cancelled due to low ridership.
